New Federal Explosives Regulations - Notice of Proposed Rulemaking
January 29, 2003 (Washington, D.C.) - On Wednesday, January 29, 2003, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) issued a notice of proposed rulemaking for federal explosives regulations. As required by Regulatory Flexibility Act (RFA), the agency is required to review rules for which an agency has prepared a final regulatory flexibility analysis addressing the impact of the rules on small businesses or other small entities. That review must take place within ten years of publication. The original final rule was published in 1990.
This notice incorporates into the regulations the provisions of an ATF ruling concerning alternate construction standards for storage facilities for explosive materials and proposes amendments to regulations that have been initiated by ATF, as well as amendments that have been proposed by members of the industry.
