Training Center......The Bureau of
Alcohol, Tobacco, Firearms and Explosives (ATF)
today marked the beginning of construction on
its new National Center for Explosives Training
and Research (NCETR) facility during a
groundbreaking ceremony at the Redstone Arsenal
in Huntsville, Alabama.

CISEE 2008 Conference & Certification Training
Offered.......On Saturday, November 8th
the Colorado Chapter of the International
Society of Explosives Engineers conference will
include administration of the Colorado State
licensing explosives exams by the Division of
Oil & Public Safety - Explosives Section.
The State will assist in the Regulatory section
of the lectures and issue three credit hours.

U.S. Department of Labor's Mine Safety and
Health Administration kicked off the 2008 Winter
Alert campaign to warn miners and mine operators
of the dangers colder weather can bring to the
mining environment.

Techniques Program in September 2009......Fleming
College will offer a new program within the
growing field of drilling and blasting, starting

MSHA Announces Proposed Rule to Address
Workplace Substance Abuse.....The
U.S. Department of Labor's Mine Safety and
Health Administration announced a proposed rule
that would establish a uniform drug and alcohol
standard for all mines by both amending the
existing standards for metal and non-metal
mines, and establishing requirements for coal
mines. MSHA will accept comments on the
proposal until October 8,
2008.......

The Black Hills Chapter has been
recognized by the SEE Education Foundation for
joining the Inner Circle of the President's Club......As
of September 2008, the Chapter will have
contributed more than $102,000 to the Paul Muehl
Scholarship Fund. The Fund was established
to honor Paul Muehl, an ISEE member and blaster,
for his work on the Crazy Horse Memorial. The
Black Hills Chapter of the ISEE has held
educational seminars for a number of years with
the proceeds going to the Paul Muehl Scholarship
Fund.

Regs.....OTTAWA, ONTARIO -- The
Government of Canada is taking action to better
control the sale of chemicals that can be used
to make explosives. The Honourable Gary
Lunn, Minister of Natural Resources, and the

Safety, today announced that new regulations for

regarding Receiving, Tracking, Investigating,
Appealing and Filing Citizen's Requests - Per DEP, Citizens' requests will be processed
according to the guidelines in the new policy
document. The purpose of the document is to
outline a standard procedure for processing
citizens' requests relating to mining and
explosives. It applies to all citizens' requests
received and processed by the Bureaus of
District Mining Operations and Mining and
Reclamation, and is intended to supplement

Missouri University of Science and Technology -
The change from UMR to Missouri S&T was first
proposed in October 2006 by Chancellor John F.
Carney III in an effort to help define the
University's role as a leading technological
