Washington, DC...ATF - LICENSING REMINDER

1) If you are a current ATF permittee or licensee you need to do nothing until your renewal date. The ATF National Licensing Center will send the appropriate renewal materials to you. If your license or permit expires soon and you have not received your renewal materials from ATF, please contact the National Licensing Center at 404-417-2750, but be sure that, after January 24, an employee who is a Responsible person or Employee possessor under the law, is not a prohibited person as defined under 18 USC.

2) If you are not a current ATF permittee or licensee and you know that you will need to receive explosives materials on or after May 24, 2003, you should apply for an ATF permit or license now.

3) Limited permits (Effective May 24, 2003) can be given to those who transport, ship, cause to be shipped, or receive explosives intrastate less than six times per year. Limited permit applications are not available at this time. The regular permit allows the purchaser many more options than the limited permit.
4) Truck drivers who are employees of a company that has an ATF permit or license, should be included on the list of employees upon renewal of the company's permit.

In the case of common carriers, drivers who transport explosives cannot be prohibited persons.

5) Prohibited persons may not receive or possess explosives. Beginning Jan. 24, 2003, three new categories have been added to those who are prohibited persons: aliens (with some exceptions), people who have been dishonorably discharged from the military, and people who have renounced their citizenship.

The Safe Explosives Act provisions that apply to prohibited persons will take effect on January 24, 2003. Prohibited persons need to apply now for a relief from disabilities if they plan on continuing to be able to possess explosives after Jan. 24, 2003.

Prohibited persons cannot possess until their relief is actually granted. Merely having an application on file will not allow them to handle or possess explosives.

In order to apply for relief from disability, a prohibited person must complete a special application and provide fingerprints on special cards provided by ATF. Application forms and special cards will be available on site at the ISEE Conference in Nashville, TN or prohibited persons who need relief from disability need may call 202-927-2260 or 202-927-2310 to have a complete application package mailed to them.
